The 2025 NFL Draft, the near-final piece of the offseason puzzle in determining which teams are downgrading or improving for the upcoming season, has been placed.
Between the rookie picks and veteran free-agency additions, every team is almost set with its rosters.
Looking at the personnel changes across the board, here’s Sporting News’ latest view of how all 32 teams now stack up against each other ahead of OTAs, minicamps, training camp, and preseason action:

1. Kansas City Chiefs (previous early 2025 ranking: 2)
The Chiefs added some key defensive depth and also upgraded the offensive line and skill positions to complete a fruitful, focused offseason on needed tweaks to get back to championship favorite status after their second Super Bowl loss with Patrick Mahomes.

2. Philadelphia Eagles (2)

The Eagles beat the Chiefs in the Super Bowl because of their defense, which was depleted in the pass rush and developed some holes in the back seven after free agency. They focused well on reinforcements for Vic Fangio in the draft, including linebacker Jihaad Campbell.
3. Baltimore Ravens (3)

The Ravens got two immediate impact defenders in versatile safety Malaki Starks and productive, explosive edge rusher Mike Green. They also added more offensive line options to round out a strong offseason to keep their advantage as AFC title contenders.
4. Buffalo Bills (4)

The Bills were smart not to force offensive skill picks in the draft and focus on defense, including new starting cornerback Maxwell Hairston and three more top backup selections at tackle and end. Much like the Ravens, they are working hard to get those key stops in a potential big Chiefs matchup.
5. Detroit Lions (6)

The Lions were in position to focus on depth for a change given what GM Brad Holmes did in recent offseasons to build them into an NFC powerhouse. They are still on the short list to win the conference, now with improved offensive and defensive line depth.
6. San Francisco 49ers (7)

The 49ers followed the Bills’ lead and went for wholesale defense early to support the return of Robert Saleh after taking hits at end, tackle, linebacker, safety, and corner in the offseason. Mykel Williams is an early candidate for defensive rookie of the year opposite Nick Bosa.
7. Washington Commanders (5)

The Commanders came into the draft with no pressing needs, as GM Adam Peters took care of several key upgrades in free agency, including Deebo Samuel and Laremy Tunsil. Right tackle Josh Conerly Jr. and cornerback Trey Amos were the right depth plays.
8. Los Angeles Rams (10)

The Rams were also set up to use the draft primarily for depth, which is why they traded down and focused more on stockpiling for 2026. They still hit on backup linebackers and also got a running back, wide receiver, and tight end who can develop well under Sean McVay.
9. Los Angeles Chargers (11)

The Chargers kept loading their offense by adding running back Omarion Hampton and wide receiver Tre Harris, and they got even more receiving help later. They also didn’t forget about bolstering the front seven. Jim Harbaugh and Joe Hortiz keep rolling to build the team in the coach’s image.
10. Cincinnati Bengals (8)

The Bengals’ draft underwhelmed for the most part, but Shemar Stewart still can be a special piece in their hopeful defensive turnaround under Al Golden. They also decided to trust Joe Burrow and the core offense a lot more without much help there.
11. Green Bay Packers (9)
The Packers were smart to break their first-round wide receiver drought and draft Matthew Golden as a new big-play go-to guy for Jordan Love. They also addressed some key depth needs on both fronts. They should be right in the NFC playoff mix again.
12. Houston Texans (14)
The Texans didn’t leave anything to chance with their passing game injuries by adding wide receiver Jayden Higgins and Jaylin Noel to boost C.J. Stroud. If they get a future starting offensive tackle out of the class, it would be a bonus.
13. Dallas Cowboys (19)
The Cowboys avoided forcing flash at wide receiver and tight end and instead went methodical for their running game with starting guard Tyler Booker and inriguging back Jaydon Blue. They also got a lot deeper all-around on defense. They have had a quietly solid offseason.
14. Tampa Bay Buccaneers (14)
The Buccaneers went a little nuts in adding more weapons for Baker Mayfield with wide receivers Emeka Egbuka and Savion Williams. But their draft will be defined more by what they get from their pass rush and secondary picks for Todd Bowles.
15. Denver Broncos (16)
The Broncos got two huge needed impact players in first-round nickel back Jahdae Barron and second-round running back R.J. Harvey. They were the right calls early to help Bo Nix and a rising young defense.

16. Chicago Bears (13)
The Bears took care of offensive line for Caleb Williams in free agency and now have given him two more key players in Colston Loveland and Luther Burden III. But their needs for running back and edge rusher wasn’t met, causing them to slip.
17. Minnesota Vikings (12)
The Vikings didn’t come away with a needed key running back and a safety, but they did their best to still help J.J. McCarthy with new starting guard Donovan Jackson. They just didn’t keep up with the rest of the division as well.
18. Seattle Seahawks (18)
The Seahawks did well with their first-rounder, new starting guard Grey Zabel, and also aced it with safety Nick Emmanwori. They also did well to pepper their offense with depth at all the skill positions.
19. Pittsburgh Steelers (17)
The Steelers get docked for not getting a potential starting QB, but they did get their new power back, Kaleb Johnson, and a disruptive starting defensive tackle, Derrick Harmon.
20. Las Vegas Raiders (23)
The Raiders are a team to watch to make the AFC West even more competitive and give it four playoff teams. Ashton Jeanty, Jack Bech, and Tommy Mellott make their offense a lot more dangerous. The defense got all-around depth, too. Pete Carroll and Chip Kelly should be feeling great for their first season.
21. Atlanta Falcons (22)
The Falcons got three top defensive picks in Jalon Walker, James Pearce Jr., and Xavier Watts, but they might have limited impact in the new defense at first. They also didn’t replace their key loss in free agency, center Drew Dalman.
22. New England Patriots (24)
The Patriots came away with their new left tackle, a key slot receiver, and a potential new feature back. After doing plenty to address defense in free agency, going offense was the smart approach for Mike Vrabel and Josh McDaniels. They are moving up fast in the AFC East again.
23. Miami Dolphins (20)
The Dolphins scored a couple of great nose tackles, but they didn’t add a wide receiver, tight end, offensive tackle, or top defensive back. Miami drafted for later vs. now, and that puts the team sliding further in the AFC picture.
24. Arizona Cardinals (21)
The Cardinals drafted a potential superstar defensive tackle in Walter Nolen but continued to underwhelm overall offensively and defensively in the offseason.
25. Jacksonville Jaguars (25)
The Jaguars went “all in” for Travis Hunter, hoping they really did get a star wide receiver and cornerback in a two-for-one. He can have big impact overall to add to the worthy changes for Trevor Lawrence under Liam Coen.
26. Carolina Panthers (27)
The Panthers got their go-to guy for Bryce Young in Tetairoa McMillan, and they also managed to add much-needed punch overall to their defense with an early double up on pass rush.
27. New York Giants (31)
The Giants got a transcendent defensive player in Abdul Carter, an energetic power back in Cam Skattebo, and the potential franchise QB, Jaxson Dart. Now the question is how quickly everything can come together.
28. Indianapolis Colts (26)
The Colts did get an impact tight end, Tyler Warren, for an uncertain QB situation and also gave Jonathan Taylor a new top backup. They did, however, rest on a lot of their defensive upgrades from free agency.
29. Tennessee Titans (30)
The Titans were very disappointing given all their personnel changes in the 2024 offseason. Cam Ward gives them a lot more hope as they work to get back on track.
30. New York Jets (29)
The Jets did well to get a new starting right tackle, Armand Membou, and tight end, Mason Taylor, but they were surprisingly a little limited in defensive help for Aaron Glenn.
31. Cleveland Browns (32)
The Browns ended up with Shedeur Sanders as their final pick. Before then, they restored their strength in the running game and also bolstered the defense.
32. New Orleans Saints (28)
The Saints are stuck with a shaky QB situation, as Tyler Shough like like their best option. They made limited defensive changes for a brand-new scheme, there, too. At least they’re on track to draft New Orleans high school legend Arch Manning in 2026.
