“Ryan is on the list; he’s number 10, because there are some things that we would like for him to do, whether it’s maturity or being pushed by his team,” Bill Haney told Inside The Ring.

Bill then made it clear that his biggest concern remains the drug-testing controversy that followed Garcia’s April 20, 2024 victory over Devin, which was later overturned to a no contest after Garcia tested positive for ostarine.

“As good as those highlights look, they look like a big lie to me,” said Bill. “What I want to see him going is the drug, the VADA drug program. Give us a significant amount of time for us to have faith that he’s…”

Analyst Max Kellerman finished Bill’s thought.

“That he’s clean. You want to make sure that it’s fair.”

From Team Haney’s perspective, the request is understandable given the events surrounding the first fight. The problem is that Ryan has already made it clear he has little interest in accepting VADA as a condition for a rematch.

Since his suspension, Garcia has repeatedly questioned VADA’s credibility, arguing that he no longer trusts the organization following his positive test. He has said he would rather use another anti-doping agency and has publicly rejected the Haneys’ insistence on VADA, even suggesting their close association with the organization is “fishy.”

That leaves the two sides starting from very different positions before serious negotiations have even begun.

Bill’s comments also project Devin as the side setting the agenda, despite Ryan remaining one of boxing’s biggest commercial attractions. While the Haneys are entitled to seek additional testing safeguards, publicly attaching conditions to the fight may not be the most effective approach when dealing with an opponent who has already shown little willingness to accept them.

Unless one side softens its position on drug testing, the disagreement could become another hurdle standing between boxing fans and a rematch that has remained one of the sport’s most sought-after fights since their controversial first meeting.
