WBO Elevates Keyshawn Davis To #1 Behind Devin Haney

WBO Elevates Keyshawn Davis To #1 Behind Devin Haney

Devin Haney can still chase bigger fights, but the WBO has made it harder for him to dismiss Keyshawn Davis as a non-factor at welterweight.

The sanctioning body’s latest rankings place Davis at #1 in the 147-pound division, directly behind WBO champion Haney. The move gives Davis his strongest argument yet for a title shot after months of publicly calling for a fight against the former undisputed lightweight champion.

Davis has spent much of 2026 trying to get Haney’s attention. The Norfolk native moved up after his lightweight run and has repeatedly targeted Haney in interviews and on social media. Until now, Haney could point to Davis competing below welterweight and argue that he wasn’t a legitimate contender in the division. That argument carries less weight after the WBO’s latest update.

The rankings show Davis sitting at #1, with Manny Pacquiao ranked #2 and Teofimo Lopez at #3. Haney remains the WBO welterweight champion.

The rise comes after Davis won his first two fights following his move up in weight. He stopped Jamaine Ortiz in the 12th round before defeating Nahir Albright by unanimous decision on May 16.

The ranking does not guarantee a fight with Haney. Davis has not been ordered as a mandatory challenger, and Haney still has bigger financial opportunities available. A rematch with Ryan Garcia remains one of the most lucrative fights in boxing and is widely viewed as a priority if it can be finalized. Still, the WBO’s decision changes the conversation.

For months, Davis was simply a fighter calling out Haney. Now he can point to the rankings and argue that he is the organization’s top available contender.

Whether Haney responds is another question. History suggests he will continue pursuing the biggest paydays available. Even so, Davis now has sanctioning-body backing behind a challenge that previously sounded more like self-promotion than a realistic path to a title fight.

The pressure has not become overwhelming overnight, but it has become harder to ignore.
